Saw it in a steam discussion. Restart PC if it is running in the task manager and that issue is occuring. Go to the file manager- then to the Documents folder for your User. Locate the folder named "Rockstar Games" and rename it simply anything else, in my case i did "Old". From that point you can start up steam or whatever app you're using to U9Gt.
